SUMMARY OF DUTIES:
The Senior Engineer is responsible for applying business oversight to technically ordered department with a goal of ensuring that actions undertaken, solutions developed, and improvements delivered result in business value, enhance productivity, and drive collaboration among the disparate elements of the Engineering Department. This position is responsible to all levels of the Engineering Department for identifying areas where enhancements to systems, resources, processes, and procedures will improve performance and taking appropriate action to drive continuous improvement. This position will manage a centralized operations desk to ensure effective communication between NEC CETC dispatchers and Engineering with respect to infrastructure failures and scheduled work assignments.
•Lead the development, implementation, and administration of business processes for a centralized operations desk within the Engineering Department
•Assemble, manage, develop, and effectively deploy a staff of up to 4 engineering professionals to man the 24 / 7 centralized operations desk
•Act as single point of contact for Engineering and Operations (Business Lines) management for inquiries into operations desk functions and requests for data / analysis
•Lead the development of operations desk reporting and data analytics to enable data driven decision making by Engineering supervision and management
•Review business practices – identify opportunities to improve work methods and streamline existing processes to reduce unit costs, engineering inventory, and material handling costs. Measure quality of work, effectiveness of maintenance practices and appropriate disposition of work force.
•Assist in the development of and analysis of benchmarking materials, the review of work practices, policies, procedures, data, budgets, agreements, work standards, and other relevant documentation to ensure efficiency and economies to scale to support the divisions and disciplines in creating a uniform and consistent structure
•Continuously communicate with all levels of Engineering management to gauge satisfaction with the tools, systems, processes, and functionality delivered to assess further training needs, understand where strong change management efforts are required, and identify opportunities for improvement
•Solid ability to collect, summarize and analyze financial and operational information
•Demonstrated work experience in railroad engineering management systems (or related field)
•Proven experience with business process development and mapping and working knowledge of enterprise asset work management processes
•Familiarity with and ability to apply key concepts in all areas of project management including strategic planning, impact studies, budgetary analysis, logistical planning and organizational relationships
•Proven skills in developing strategies and objectives to meet the needs of the corporation
•Demonstrated ability to build rapport within all levels of the organization and to communicate effectively with Department heads
•Ability to communicate complex concepts at all levels
•Working knowledge of asset, work, and maintenance management best practices and processes.
•Demonstrated ability lead and manage organizational change
•Demonstrated ability to build rapport with all levels of the organization and to communicate effectively with department heads, managers, supervisors and clerical staff
•Demonstrated ability to apply strong analytical skills
•Prefer a Master Degree in Engineering, Business or Technology management.
•Understanding of Maximo, asset and work management system, organizational and business processes
•Working knowledge of ISO 55000, PAS 55, or other Asset Management standards
•Related workforce management experience
•Working knowledge of GPS/Geospatial Systems
