The location of this position is TBD. This position can be located in either Wilmington, DE or Washington DC.

The HC Risk and Quality Management Program Manager manages the development of the HC Risk and Quality management function, updates and maintains, and reports on the effectiveness and quality of strategies, processes, procedures, goals, and the consistent utilization of technologies necessary to provide the support systems required for Amtrak’s HC team to achieve its Vision, Mission, Strategy and goals.


Provides guidance and appropriate mechanisms for surfacing ways to mitigate risks and improve function effectiveness and quality in all areas throughout Human Capital by proactively addressing gaps identified in HC processes and/or programs risk and quality self-assessments, evaluations and/or audits. Partners with other Centers of Excellence within HC and other Business Lines in mitigating the risks through well-defined action plans and implementation of strategic solutions designed to close out audit or assessment findings raised by the Office of Inspector General (OIG), other external auditors and the Management Controls Framework (MCF) under the auspices of Finance. To report, on the behalf of the Director, audit and internal self-assessment results to the Human Capital senior leadership team and manages other critical activities, special projects and associated tasks as assigned. Conducts effective policy review sessions to ensure HC policies are current, reflect management’s philosophy, align with Amtrak’s strategy, fully vetted (e.g. conduct appropriate research, review related laws, guidelines, etc.), and related procedures are executable and reflect current practices.

Risk Responsibilities

•Provides support ranging from planning and budgeting to motivational and promotional activities expounding the value of internal risk management, audit controls, and compliance

•In the absence of or on behalf of the Director, be the first point of contact for all Audit or other non-compliant incidents that may arise in the course of day-to-day business within Amtrak’s Human Capital.

•Liaise with OIG and internal audits (such as Procurement, Physical Security/Facilities, IT, Finance, and Legal) plus senior leadership team of the Human Capital function as necessary, on audit and compliance matters such as routine updates to OIG, internal controls function such Finance.

•Develops and maintains partnerships/relationships with interdepartmental and senior leaders to facilitate the integration of risk management, audit, controls, and compliance and report operating results in terms of influencing decision making and/or completing control improvement opportunities action plans

•Encourages and promotes a flexible work environment to maximize individual and peer performance and innovation in the execution of department strategy.

•Meets regularly with team to gather work statuses on behalf of the Director. Discuss work progress and obstacles. Provides advice, guidance, encouragement and constructive feedback.

•Establishes measureable individual and team objectives that are aligned with business and organizational goals. Documents and presents performance assessments.

•Effectively influences the support of the Risk Management team to help drive efficiencies and cost savings by assisting in developing, analyzing, and interpreting risk management impact and to increase effectiveness of departmental initiatives and/or projects.

•Develops and executes actionable, accountable, aspirational, cost effective and resilient business processes.

•Develops effective objective, risks, and controls strategy, and non-bureaucratic policies that align with interdependencies across HC disciplines and Amtrak operational excellence strategies.

•Partners with appropriate external specialists (external auditors) to support the HC’s goals.

•Partners with leadership across HC to ensure consistency in the application of policies, and compliance with procedural requirements and alignment with Amtrak’s overall strategic plan.

•Manages and delivers HC internal audit planning and implementation.

•Ensures that there are documented audit processes and that they are kept up to date and relevant in context of external best practice and the execution of the Human Capital strategy.

•Builds highly effective business processes and controls, manage and continuously enhance the company’s overall risk management system including timely identification of risks and definition of relevant mitigating actions.

Quality Responsibilities

•Responsible for developing and managing the quality (i.e. Assurance, Control, and/or Improvement) function and coordinating data reporting and departmental outcomes that align with the ISO methodology for quality.

•Responsible for an integrated approach to quality, related reporting and training, that includes facets of quality such as Assurance, Control, and/or Improvement.

•Manage the planning, development, and implementation of techniques for ensuring the maintenance of quality levels using accurate methods, procedures, and processes.

•Responsible for ensuring HC maintains ISO 9001 certification, related documents (current or archived) and centralized repository or database;

•Responsible for coordinating activities of HC’s designated: 1) Corrective Action Coordinator; and 2) Document Control Coordinator.

•Serves as a consultative resource related to HC’s ISO quality, regulatory and quality improvement issues, and activities related to certification.

•Completes established competencies for the position within designated introductory period.

•Responsible for staying abreast of all ISO regulatory updates and ensures organization remains compliant;

Performs other related duties as assigned.


•Demonstrated work experience in multiple functional areas of Risk, Audit,

Quality and/or Human Capital Management.

•Experience effectively interacting with and influencing senior level HC and

business/function leaders required

•Strong team building, analytical, decision making and problem solving skills

•High degree of leadership and interpersonal skills, excellent communication skills, and

ability to use initiative, self-directed, and use independent judgement

•Demonstrated sound leadership and project and vendor management skills.

•Ability to explain and demonstrate process variation and how to use run charts and

control charts to monitor process behaviors.

•Exceptional drive to achieve results of Process Improvement and make systems better for


•Broad knowledge of Process Improvement tools, Lean Six sigma and ISO methodologies.

Knowledge of business and management principles involved in strategic planning and leadership techniques

•Analytical skills being able to identify risk opportunities and mitigate effective strategies to remedy the risk

•Knowledge of accounting principles and practices, banking and the analysis and reporting of financial data

•Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.

•Knowledge of and experience with technology and/or service providers that support all areas of Human Capital Management and Risk Management functions (e.g. Prosci, Coso, ISO, Lean Six Sigma, ATD, IIA, SHRM, Bersin, SAP, PeopleSoft, Taleo, Fidelity, AonHewitt, Cigna, Aetna, etc.)

•Demonstrated coaching experience in the use of audit, quality, or process improvement tools.

•Overseeing the development of HC audit narratives and risk control matrixes

•Ability to work in all environments serviced by Amtrak.

•Demonstrated knowledge and skills in software applications such as Microsoft Office Power Point, Excel and Word; along with statistical database (i.e. Access, Minitab) application experience.


Holder of CIA, CCSA, or CRMA Professional Designation(s)
