The primary purpose of this position is to perform a full range of planning, directing, and administering the most complex and major acquisitions which are Department-wide in scope.

As a leading DHS expert in the field of acquisition, serve as the Innovative/Flexible Business Advisor for program officials on all acquisition and contract administrative matters affecting the major procurement of supplies, services including research and development using formal advertising or negotiation procedures.
Serve as a Contracting Officer authorized to solicit proposals, negotiate, enter into, execute, and administer/terminate the most complex and sensitive public contracts for DHS.
Perform contract administration functions, such as verifying evidence of contractor's progress, negotiating modifications, issuing termination notices, reviewing contract claims, and conducting contract closeouts.
Manage complex, sensitive, critical, and precedent-setting DHS procurement programs and initiatives that serve as a guide for other DHS procurement activities.
Perform detailed cost and price analysis.
Lead Integrated Project teams (IPT) to successful outcomes meeting critical mission requirements within schedule and cost.

POSITIVE EDUCATION REQUIREMENTS
QUALIFICATIONS REQUIRED: To qualify for this position you must meet the basic requirements below. (You must submit a college transcript, which verifies this information.)
Basic Education Requirement:
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to successfully perform the duties of the position.
B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
Applicants must have one year of specialized experience in private industry, public service, non-profit or volunteer work that has provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.
To qualify for the GS-15, you must have one year of specialized experience equivalent to at least the GS-14 grade level. For this position, specialized experience is managing complex and major acquisitions department-wide which includes planning and directing acquisitions, advising on all acquisition and administrative matters, and interfacing with senior management on program administration and procurement operations. Such experience includes: managing complex, sensitive, mission critical, and precedent-setting Department procurement programs and initiatives that serve as a best practice for other Department procurement activities; serving as the Innovative/flexible business advisor for program officials on all acquisition and administrative matters affecting the major procurement of supplies and services; serving as a Contracting Officer authorized to solicit proposals, negotiate, enter into, execute, and administer/terminate the most complex and Procurement sensitive public contracts for the department; and providing authoritative recommendations to improve procurement operations and customer service.
To qualify for the GS-14, you must have one year of specialized experience equivalent to at least the GS-13 grade level. For this position, specialized experience is providing a full range of planning, directing, and administrating the most complex and major acquisitions department-wide; providing guidance and advice on contracting matters, including cost and pricing, and conducts compliance reviews of the procurement matters across the organization; and performing contract administration functions. Such experience include: explaining legal and regulatory requirements and unique contract terms and conditions which impact significant procurement issues; determining the contract methods to be used and develops the unique/complex terms and conditions for the solicitation to be issued; performing detailed analyses of contract cost and pricing issues or contractor claims or proposals; verifying evidence of contractor's progress, negotiating modifications, issuing termination notices, reviewing contract claims, and conducting contract closeouts.
Substitution of education in lieu of specialized experience may not be used for this grade level.

Promotion Potential: This position has promotion potential to GS-15.
