About the Agency
The Office of the Special Trustee for American Indians was established under the American Indian Trust Fund Management Reform Act of 1994 and is responsible to the Secretary of the Interior for implementation of all aspects and responsibilities assigned under the Act. The Office of Special Trustee (OST) was created to improve the accountability and management of Indian funds held in trust by the federal government. As trustee, the Department of the Interior has the primary fiduciary responsibility to manage both Tribal trust funds and Individual Indian Monies (IIM) accounts.
This position is with the Office of the Special Trustee for American Indians, Field Operations in Sisseton, SD.
The incumbents will provide support to the Special Trustee for American Indians (Special Trustee) by functioning as a direct line between DOI and Indian beneficiaries.
Must be able to obtain/possess and maintain a current, valid state driver's license and be able to operate a government owned/leased vehicle in the performance of duties.
This is a permanent, full-time, career/career conditional appointment.

GS-13: $84,443 - $109,781; GS-14:$99,785 - $129,723
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy is also announced as OST-7800-17-EG-004(MP) for those applicants who wish to apply and be considered under Merit Promotion procedures.
OST has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
At the full performance level*(GS-14)*the major duties of this position include, but are not limited to the following: 1. Serve as the primary representative and resident expert, responsible for ensuring the management of Indian trust assets promote the interests of beneficial owners, and protect and preserve Indian trust assets from loss, damage, unlawful alienation, waste, and improper depletion.
Ensure Indian trust asset funds are received and distributed to Indian beneficiaries on a timely basis, in accordance with established laws, regulations, policies, and procedures.
Serve as liaison between owners and Department of Interior (DOI) agencies as questions arise relating to specialized trust functions or services.
Review high-risk transactions, providing technical assistance and lending expertise in ensuring Departmental fiduciary obligations are met. Participate in performing independent risk assessments to identify high risk trust transactions.
Provide supervision to professional, technical and administrative staff including supporting strategic goals and objectives, establishing work priorities, conducting performance evaluations, etc.
Indian Preference Policy: Preference in filling this vacancy is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (Title 25, USC, Section 472). Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the grade to which you are applying.**
GS-13:You must possess one full year of specialized experience equivalent to the **GS-12 level in the Federal service, or comparable experience not gained through federal service. Specialized experience is defined as: (1) Demonstrated experience responding to individuals regarding the management of their assets; (2) acting as a liaison between individuals and internal entities with questions relating to functions and/or services of Indian Trust Funds or comparable government, public or private funds; (3) experience leading or supervising a staff of professional technical and administrative staff in the area of Trust Fund management or comparable government, public or private fund management; and (4) demonstrated experience reviewing Indian Trust Fund or comparable government, public or private fund transactions and providing technical assistance and expertise in ensuring regulations are met.
