Our Department:

The Oregon Department of Education provides statewide leadership for all elementary and secondary students in Oregon's public school districts and education service districts. Our responsibility also extends to public preschool and early childhood programs, the Oregon School for the Deaf, regional programs for children with disabilities, and education programs in Oregon youth correctional facilities. We are responsible for child care licensing and supporting statewide child care professional development and quality improvement efforts. We also assist the Chief Education Office in overseeing a unified, statewide continuum of services to school-aged children and youth through 20 years of age, including the funding and administration of those services.

The Department's 2015-17 Legislatively Adopted Budget is $9.7 billion and includes 552 positions.

The Employee Services Unit is under the Office of Finance and Administration (OFA) which is one of five division offices that report directly to the Deputy Superintendent of Public Instruction. OFA provides support services to the agency as well as direct programs through five units which include the Financial Services Unit, Procurement Services Unit, Budget Services Unit, Employee Services Unit, and School Finance and School Facilities Unit.

Duties & Responsibilities

The Employee Services Unit ensures that planning, systems, structure and personnel are in place to support the Department's mission through consultation on employee and labor relations, grievances and disciplinary actions, recruitment and selection, personnel administration, payroll and benefits administration, staff training and development, non-discrimination and affirmative action, cultural competency and diversity, facilities management, employee safety and wellness, and general agency support services.

The Employee Services Section is committed to supporting and promoting the agency's core values of integrity, accountability, excellence, and equity.

The Director of Employee Services provides leadership and administration for ODEs strategic and operational investment in human resources, facilities management, and employee safety and wellness. This position is responsible for establishing and implementing goals, strategies and objectives within each of these three areas. The position coordinates implementation of services, policies, and/or programs through the staff of the Employee Service Unit that focus on maintaining an employee-supportive, high-performance culture that emphasizes quality work, productivity, continuous improvement, diversity, inclusion, retention of top-performing employees, and goal attainment.

This position also manages the Employee Services Unit, which includes eleven (11) subordinate positions. In this capacity, the position provides leadership, supervision, guidance, training, and/or direction in the administration of the agency's employee service functions. The Director of Employee Services directly and via Employee Services staff develops and implements program policies and procedures, program evaluations, and biennial budgeting. The position represents the Department in labor relations matters and in the implementation of broad human resource issues within state government.

Qualifications, Required & Requested Skills

Minimum Qualifications:

To be considered you must have at least four years experience of human resources at the Manager or Director level.

  • Efficiently mobilize the Employee Service Unit to implement strategic initiatives/tactics that meet the employee service needs/gaps of the organization.

  • Effectively and independently project manage by establishing clear timelines; facilitating problem solving; identifying and removing barriers; and delivering positive results.

  • Develop and implement best practices that ensure all applicable human resource policies, rules, and regulations are in alignment with state and federal laws and are clearly communicated and followed.

  • Provide coaching and mentoring to the staff of the Employee Services Unit in a way that maximizes their talent to both meet the needs of the organization and furthers the professional development of staff.
