Job Description Serco is seeking a Project Manager to perform the following:

• Serve as the primary interface with NFC

• Oversee +/-30 Human Resource Information Systems (HRIS) and HR Staffing projects and employees supporting these projects

• Execute the CONOPS, identify and assign tasks, and report on project statuses

• Oversee the development of business cases to design, build, test, deploy, and maintain enterprise application development solutions

• Participate in the Program Management Plan Review (PMPR) to discuss the project plan and schedule with NFC staff and customer agency

• Advise and consult with NFC to respond to third-party inquiries and audits

Responsible for managing multiple contracts for multiple customers with revenue typically ranging from $3 - $15M. May manage budgets for multiple centers Has business development responsibilities. Develops programs to support company initiatives. Provides expertise to customers to ensure resolution of issues. Requires advanced knowledge and understanding of work project(s) and functions. Maintains relationship with internal and external customers.

Required Skills • Bachelor’s degree in an IT related field

• Project Management experience

• Supervisory experience (minimum 3 years)

• Experience with Human Resources Information Technology (HRIT) enterprise architecture in accordance with Business Reference Model standards set forth by the Office of Personnel Management (OPM)

• Experience with Payroll and Personnel systems

• COBOL and .NET experience

• EPIC Web and EmpowHR experience

• Experience with common development tools, languages, and methods shall be used to develop applications, interfaces with legacy systems, and/or modern web-based systems

• Call Center experience

• Ability to obtain and maintain necessary Government clearance Desired Experience/Skills

• Bachelor’s degree or higher in Computer Science or Information Systems Management

• Project Management experience of large IT HR system supporting one or more Federal organizations

• Supervisory experience of an IT team, exceeding 10 FTE, which delivered an integrated tool or product to one or more Federal organizations

• 5 or more years of experience working with Federal Payroll and Personnel systems

• 5 or more years with COBOL systems/projects (programming or managing) within mainframe environments

• 5 or more years with .NET systems/projects

• 5 or more years supporting or supervising a Call Center, ideally for a Federal organization

• ITIL training or certification

• PMP certification

• Active Secret or higher clearance

Department The Citizen Services business unit provides support in three major areas: business process services, where we perform the actual function that the process is relate to; business process related software, that helps us manage the various components, the systems associated with the software in the process; and business process management, where we help design and track the performance of the specific business process. The business units work supports primarily the Department of Health and Human Services, the Department of Commerce, the Federal Retirement Thrift Investment Bureau, the US Postal Service, the General Services Administration, and other Federal Government agencies.
