PLEASE NOTE: This announcement establishes one (1) open continuous Standing Register for two (2) different Industrial Equipment Mechanic positions. The Register will be used when we have vacancies in the Mechanical Maintenance Branch or at Lock Operations. Both positions require training for Lock & Dam Operator. When completing your application you will have the option to select which position you want to be considered for, or you can choose to be considered for both positions. Both positions are located in Massena, NY. Massena is one of the most northern geographical towns in New York State and is located on the St. Lawrence River bordering Canada. In less than 2 hours you can travel to Montreal, Quebec or Ottawa, Ontario.

The Mechanical Maintenance Branch position is a journey level position involving the installa­tion, modification, maintenance, repair, overhauling and testing of all types of Lock machinery, equipment and related items associated with Lock structures and facilities. The duties require journeyman level skills in millwright practices and skills in related trades such as pipefitting and welding. The work schedule is primarily day shift, Monday through Friday. During the navigation season (March through December), the employee may be assigned to Lock Operations to cover for scheduled/unscheduled absences.

The Lock Operations position is part of a Lock Wall crew with primary responsibility for journey level maintenance, troubleshooting, and repair of lock equipment, as well as lock control operation. You will complete a Linehandler and Lock and Dam Operator Training Program prior to being placed on a permanent crew. During the navigation season (April through December) all work is performed on a 24-hour basis, seven days a week, on rotating day and night 12 hour shifts. During the non-navigation season (January through March) you will be assigned to Maintenance in the Mechanical Maintenance Branch. All work performed during the non-navigation season is primarily day shift, Monday through Friday.

The ideal candidate for this position is someone with extensive journey level experience (e.g. 4-6 years full time) in the Industrial Equipment Mechanic (Millwright) trade.

PLEASE NOTE: As part of the assessment process applicants will be required to come to Massena, NY to perform an Industrial Equipment Mechanic hands-on test.



Industrial Equipment Mechanic at Maintenance Branch:

  • Monitors lock equipment for potential problems. Troubleshoots lock equipment performance issues, determines corrective action, and performs corrective maintenance and/or determines need for assistance from other employees.
  • Inspects, maintains, repairs, overhauls, and installs mechanical, hydraulic, and pneumatic lock machinery and equipment including auxiliary items such as air compressors, pumps, sandblasting ma­chines, etc. Responsible for the rigging, alignment and perfor­mance of machinery and equipment. Operates lock equipment from control stations or recesses for testing purposes.
  • Responsible for the layout and fabrication of structural and sheet metals both in the shop and in the field.
  • Operates conventional machine tools to machine castings, forgings, various metals and alloys, plastic, rubber, wood and other nonmetal materials. Performs related precision hand work, disassembles and reassembles machine parts, ensuring proper fit. Installs various components into machine assemblies.
  • Installation or repair of utility, supply, and disposal systems, fixtures, fittings and equipment.
  • Layout, drill, and install rubber/wooden fenders; oil, grease, change filters, test, and troubleshoot machinery and equipment; stop log and bulkhead placement and maintenance; HVAC system repair and maintenance including lock furnaces, tower erection, etc.
  • Required to complete Linehandling, Lock & Dam Operator and Lock & Dam Operator Leader training in order to cover for scheduled and unscheduled leave at the Locks during the navigation season (see descriptions below).

Industrial Equipment Mechanic (Lock and Dam Operator) at Lock Operations (including the duties listed above):

  • Monitors lock equipment for potential problems. Troubleshoots lock equipment performance issues, determines corrective action, and performs corrective maintenance and/or determines need for assistance from other employees.
  • Directs the work of Linehandler/Trades Helpers when performing mechanical work. Lock and Dam Operator duties:

  • Primarily works from a computer console to operate lock machinery, such as gates, valves, fender booms, air curtains, etc. Monitors visual indicators to determine and safely control the rate of water flow in and out of the lock chamber, preventing damage to equipment or vessels due to excessive surge or turbulence. As appropriate, operates equipment from recesses or remote stations.

  • When operating lock machinery or equipment, maintains contact with vessels through the Vessel Traffic Controller, loudspeaker and/or Lock and Dam Operator Leader during all phases of the lockage operation. Linehandler duties:

  • Passes/receives messenger/mooring lines or wires to/from vessels to secure them in the lock chamber or on approach walls. Operates an electrically powered capstan to pull up and lower down commercial vessel's mooring wires. Observes for unusual occurrences during a lockage, may assist leader in positioning vessels or signaling for the opening or closing of gates. Secures pleasure craft and may assist with collecting tolls.

  • As required, performs related tasks which include but are not limited to: handling lines and mooring cables from vessels approaching the guidewalls prior to lockage; operating a pick-up truck to reach the outer guide walls; assisting ship's personnel in securing vessels to the outer guide walls; assisting pilots on/off vessels; preparing witness statements concerning incidents occurring during your tour of duty; reading and recording vessel drafts and registration numbers; and assisting in the training of new employees. Other duties:

  • Between lockage performs inspections and preventive maintenance of lock equipment. In the absence of electrical/electronic duties, is assigned housekeeping and maintenance work, inside buildings and outside areas, such as sweeping and mopping; washing windows; oiling or greasing equipment or machinery; painting bollards, capstans, railings and lock markings; shoveling snow, dirt or other material; planting flowers, receding grounds, operating snowblowers, push mowers, jackhammer; inspecting and replacing fire extinguishers; and other similar laboring tasks. Work with other tradesmen to perform maintenance services at the locks and/or surrounding areas.

PHYSICAL EXAM REQUIRED: This position has strenuous physical requirements. You will be required to successfully complete a physical exam and a functional capacity test, at the expense of the Saint Lawrence Seaway, before being placed in the position. You may be assigned to duties requiring the use of a respirator. You will be fit tested for a respirator upon entering the position. You will be required to be clean-shaven for the initial fit-testing, and for any future assignments requiring the wearing of the respirator.

PRE-EMPLOYMENT BACKGROUND CHECK: You will be subject to a pre-employment and post-employment background investigation process which includes a finger print check.

REQUIRED TRAINING: You will be required to complete all phases of the Linehandler/Lock & Dam Operator training program.

DRUG TESTING: If selected for the Lock Operations position, it is designated as safety sensitive under the provisions of DOT Regulation 3910.1A based on the Lock & Dam Operator (LDO) responsibilities. Once training is completed for the LDO duties, you will be tested for illegal drugs prior to being utilized as a LDO and will be subject to periodic random testing for illegal drugs.

PHYSICAL EFFORT FOR ESSENTIAL FUNCTIONS:Frequently lifts and turns while handling lines weighing up to 100 pounds, generally with another Lock Operations employee. Frequently required to climb ladders, walk over rough terrain, climb towers, reach, twist, turn, bend, and squat, often while wearing uncomfortable or awkward safety equipment. May be required to stand for long periods or to board craft from lock walls, docks, or shoreline areas. Perception of distance and motion and coordination of hands and eyes are necessary for operating the lock equipment and for performing mechanical maintenance work. For general maintenance work, is required to expend moderate to heavy effort for extended periods of time, such as mowing lawns behind a walking mower, shoveling snow, sweeping walkways, jack hammering, etc. WORKING CONDITIONS FOR ESSENTIAL FUNCTIONS: Work assignments are both inside and outside. When inside, employee is frequently exposed to drafts, changing temperatures, and noise that is difficult to talk above. When outside, may work in bad weather, in mud or snow, in wet or icy areas, and on slippery decks. Both inside and outside, employee is frequently exposed to irritation or discomfort from dust, heat, fumes, and from hard, damp floors or ground. Typically works on parts and systems that are dirty, oily, or greasy. May work from ladders, staging, man baskets, decks, or rafts, on or over water. Work may be performed in open areas at 90+ feet above land or water. Some work is performed in narrow areas, with low ceilings, and often with limited lighting. Must be able to work at or adjacent to such heights and in cramped areas. May be exposed to the possibility of receiving cuts, burns, including electrical burns, and/or shocks, bruises, and sprains while repairing, positioning, and moving equipment. May be exposed to the possibility of receiving burns and skin irritations from acid, fluids, and lubricants. May be exposed to hazardous materials, such as, but not limited to, asbestos, lead, or silica; or chemicals such as paint, paint thinner, mineral spirits, and other agents such as naphtha, toluene, liquid anode, etc. which may be listed on the hazardous chemicals list.
