Basic Function

Provides executive direction for the Vendor/Contract Management (V/CM) department in support of policy, process, finance, project management and overall administrative oversight.

Example Of Duties

  • Provides policy direction to assigned department units charged with budgets, finance, and information systems for V/CM projects
  • Develops and manages the department’s fiscal year budget; establishes and monitors short-range and long-range goals, budgets, schedules, and strategies
  • Provides advisement and guidance for the assessment, development and implementation of V/CM’s short and long range project plans, goals and programs
  • Oversees and directs business process and business application support to accomplish efficient and cost effective services to Agency business units and vendor community, and implements the Contract Information Management System (CIMS) and Vendor Certification and Labor Compliance Management Systems to streamline the acquisition processes and provide vendor certification and labor compliance management
  • Evaluates qualifications necessary for acquisition management professionals, oversees all Talent Acquisition activities for V/CM and analyzes and develops appropriate department staffing levels
  • Develops, updates and implements Metro-wide acquisition policies and procedures, and conducts on-going identification and analysis of acquisition process problems, trends, and emerging needs in order to formulate process improvements while achieving full compliance with, and in support of, public statutes and policy objectives
  • Identifies and directs in-depth analyses of a broad range of problems affecting the mission of V/CM, including its relationships with other offices and departments within Metro, and coordinates with outside agencies and policy makers to provide information and secure support for Metro projects while creating effective partnerships
  • Directs the development and maintenance of V/CM performance indicators to assure productivity is properly measured and equitably evaluated
  • Develops and directs program for continuous professional development training for all procurement employees
  • Directs the development and maintenance of programs to assure positive human relations and open communication between employees and supervisors and to assure cost avoidance and efficiency concepts are present in overall responsibilities of V/CM staff
  • Develops and directs technical requirement for overall procurement management information system
  • Supervises the coordination and retention of procurement contracts, negotiation records and documents
  • Represents Metro at meetings, conferences, and public events and briefs executive staff and the Board of Directors, as necessary, on administrative issues
  • Chairs and participates in various committees and task forces
  • Oversees and directs the commencement through completion of studies, investigations, and analyses at the direction of executive staff and Board of Directors, including reports of findings and recommendations
  • Supervises subordinate staff
  • Communicates Metro’s safety vision and goals; oversees the implementation of agency and departmental safety rules, policies, and procedures; and maintains accountability for safety performance of all subordinate employees
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Requirements For Employment

  • Bachelor’s degree - Business, Public administration or other related field
  • 8 years of senior management-level experience administering contracts, budget and finance, and administration activities
  • Experience working in procurement materiel management and/or logistics is desirable
  • Master’s degree is desirable

  • Interact professionally with various levels of Metro employees and outside representatives
  • Supervise subordinate staff
  • Travel to offsite locations within a reasonable timeframe
  • Read, write, speak, and understand English
