The mission of OASH is to protect and promote the public health of the Nation through policies and programs that apply science-based approaches that enable people to live healthier lives. OASH is a component of the Public Health Service (PHS) and its primary function is coordination of public health and science activities across HHS components. Specially, OASH is charged with leadership and development of policy recommendations "on population-based public health and science" and, at the direction of the Secretary, with coordination of initiatives that cut across various agencies and operating divisions of HHS in implementation of programs and policies at the convergence of public health and Science.

This announcement is issued under the direct-hire authority to recruit for positions for which there is a critical hiring need. Selectee(s) will receive a career or career-conditional appointment in the competitive service and may be required to serve a one year probationary period.

Incumbent serves as the Regional Health Administrator (RHA).
Convene, catalyze and mobilize Federal and non-governmental organizations to identify and act on regional health disparities to achieve prioritized health outcomes.
Provide insight and strategic collaborations for a full range of programmatic activities related to public health and science.
Develop, manage and analyze studies/projects related to the quality of public health and health care which focuses on the organization and delivery of those services in a timely, clinically effective and cost-effective manner.
Develop and manage extramural research activities through the development of grants, contracts, cooperative agreements, and other mutually beneficial mechanisms.
Identify, design, and implement intramural projects for the Office of the Assistant Secretary for Health (OASH) and for the Department of Health and Human Services (DHHS) as it relates to the Agency's priority areas.
Cultivate partnerships with other Federal entities such as NIH, SAMHSA, CDC, FDA, HRSA, ASPR and CMS which relate to the Agency's priority areas.
Provide technical review, oversight and management, and advisory assistance to OASH components and other Governmental agencies, colleagues, potential grants applications, the health community and the public at large.
Provide visionary leadership to multidisciplinary team of public health professionals.
Build partnerships with local and state public health agencies, with community organizations, and with health care systems.
Advance HHS mission and priorities within region, aligned with OASH priorities.
Supervisory and Management experience preferred.

This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience in order to be found minimally qualified. You MUST meet the following basic education requirement:
Degree:Doctor of Medicine or Doctor of Osteopathy from a school in the United States or Canada approved by a recognized accrediting body in the year of the applicant's graduation. [A Doctor of Medicine or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG) (or a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country).]

Have one or more years of specialized experience, equivalent to the GS-14 grade level in the Federal service (obtained in either the public or private sectors to include any volunteer service). For this position, specialized experience is experience planning and implementing intramural and extramural research projects designed to measure and improve the quality of health care and patient safety.
