Policy / Procedure Maintenance & Change Management – 50%
Ensuring departmental third party risk management policy and third party risk appetite metrics are established to support regulatory and 2nd LOD expectations
Monitor changes as well as introduction of new best practices
Assess impact of new or changed regulation on existing policy and procedures by performing analytical comparisons or gap analyses
Review related Subject Matter Expert (SME) and Line of Business (LOB) policies and procedures to ensure consistency with standards
Lead annual policy review process
Training - 25%
Contribute to training materials and education needs
Coordinate implementation efforts to update policy, procedures, process documents, training and communication across the Teams and stakeholder groups to successfully disseminate new control expectations
General – 25%
Liaise with stakeholders as necessary
Participate in industry associations to gain insight on best practices around regulatory guidance interpretation and application
Propose updates to structures and processes to maintain alignment with changing regulatory environments and industry best practices
Evaluate opportunities for improved policy efficiency and consistency;
Support periodic updates on policy and procedures, performance and results to division leaders and formal committees
Work with key stakeholders to finalize requirements for due diligence of inherently low and moderate risk third-party relationships
Work with key stakeholders to define or support finalization of requirements for risk management of non-traditional components
Excellent communication skills both verbal and written
BA or BS degree, with an advanced degree in law, finance, business, sourcing, risk management, or related fields
10 years of experience in bank compliance, audit, risk, legal or related positions
Strong analytical or critical thinking skills
Deep understanding of CFR 12 – Part 30, Banks & Banking Safety and Soundness, Appendices B & D, as well as administrative pronouncements 1) OCC Bulletin 2013-29, Third Party Relationships, and 2) FRB SR 13-19/CA 13-21, Guidance on Managing Outsourcing Risk to the Company’s Third-Party Risk Management (TPRM) program, 3) CFPB Bulletin 2012-03 on Service Providers, FDIC FIL 44-2008 on Guidance for Managing Third-Party Risk
Familiarity with applicable rules and guidance impacting the TPRM programs including those from agencies such as the FFIEC, other U.S. regulators (e.g., NY Department of Financial Services), and foreign-based regulators (e.g., Japan’s Financial Services Agency, Canada’s Superintendent of Financial Institutions and those in Latin American).
Excellent attention to detail
Facility with Excel, Word, PowerPoint and project-related software packages
Ability to handle multiple, complex tasks and responsibilities simultaneously and with substantial independence
Work under the direction of multiple stakeholders
Ability to manage highly talented and specialized staff in the area of third-party risk management
Strong organizational and process-oriented skills
