PROTECTION ENGINEER Location: Owen County Operations Center Spencer, IN POSITION SUMMARY Provides and coordinates an overall protection philosophy for Hoosier Energys transmission facilities and oversees the design and application of optimum system protection for all transmission equipment and generation units. Assures the development of designs and specifications of Hoosier Energys energy measurement systems or devices. Assures compliance with Hoosier Energys project management structure, NERC/RRO and other industry standards and successful mitigation of constraining issues. Ensures communication and collaboration within and between departments. DUTIES AND RESPONSIBILITIES Provides the technical expertise, specifies, and coordinates the system relay protection schemes and equipment. Provides the layout and equipment specifications for all metering packages. Prepares review specifications, operational checkouts and other verifications of newly acquired equipment in order to make recommendations concerning equipment acceptability. Calculates the relay and meter settings and designs the logic and control schemes that will ensure compatibility with the overall network protection and measurement systems. Prepares accurate bid specifications for major substation equipment. Provides technical input for the review of all future plans for facilities. Serves as the project manager, consistent with Hoosier Energys project management structure, for relay protection and metering capital projects. Develops relay and metering capital work plan budgets and short- and long-range schedules for relay and meter installations in coordination with other departments. Ensures that the project schedules and costs are tracked and recorded throughout the life of the projects. Updates project forecasts to include project schedule and costs. Develops recommendations to correct delays in schedule and to prevent negative budge cost variances to the Project Design Coordinator. Oversees the design and proper application of transmission and generation relay protection equipment. Oversees the design and proper installation of meters, transducers, recording instruments and other associated energy measurement equipment. Reviews and researches system outage reports, oscillograph charts, relay targets, equipment damage and device failures and recommends or takes corrective actions as appropriate. Represents Hoosier Energy in collaborating with Manager and staff of Member Cooperatives, interconnected utilities and reliability organizations in the specification, installation and operational analyses of schemes and equipment of energy measurement and relay protection. Maintains records of settings of protection and energy measurement equipment. Reviews or prepares reports about system growth and load data and recommends systems modifications. Prepares and maintains system fault studies and other system studies towards checking protection coordination. Documents field modifications to station drawings as required. Analyzes and responds to the suggestions of others. Makes recommendations to the Department Manager about any practices, procedures, system requirements or improvements that will facilitate maintenance schedules, short- or long-range plans or any other efficiencies or cost improvements. Formulates and files evidence to prove compliance; identifies non-compliance and develops mitigation plans when not in compliance. Represents Hoosier Energy as the Subject Matter Expert during NERC/RRO audits. Develops and maintains policies and procedures as needed. Performs other duties as assigned.
