This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the "Professional" work category are at the "Entry/Developmental" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

• To provide inventory management support for a selected group of investment and recoverable items along with corresponding key material.

• Performs COMSEC account transition readiness assessments for DoD’s Key Management Infrastructure (KMI) Program.* *Applies a wide range of supply principles, concepts, and methodologies in analyzing and reviewing EKMS COMSEC account readiness for transition to KMI. Evaluation includes COMSEC database integrity, personnel security clearances, logistical readiness, and training readiness.

• Determines distribution and positioning of equipment and key material among major supply stations, stock points, or COMSEC accounts.**Resolves procedural problems associated with timely deliveries and lead times to meet customer needs.

• Determines current and future supply requirements.

• Performs work associated with management of investment and recoverable items.**Analyzes and resolves difficult issues and problems involving processes, work methods, data management, and operational procedures or problems resulting in timely delivery of services to meet the needs of the customers and the government.

*ADDITIONAL INFORMATION: *This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.

SPECIALIZED EXPERIENCE:Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of a broad range of program relationships in the field of inventory management. Knowledge of specialized inventories management methods and techniques to analyze and evaluate the effectiveness and efficiency of inventory management programs and operations. Incumbent requires skill to independently analyze and resolve difficult inventory management issues and problems, and to consider and apply several alternatives. Ability to apply in-depth knowledge of inventory management, to interpret policy direction for specific operating requirements, or to develop guidance for applying inventory management policies, procedures, techniques, equipment, and methods to a variety of work situations involving various degrees or levels of control. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.


Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M., if related in courses. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of established supply systems, DoD COMSEC accounting principles, and EKMS; a broad range of supply program relationships and interrelated processes; commonly applied inventory management principles, procedures, techniques, and practices; specialized analytical methods and techniques to resolve difficult inventory management issues and problems; and the skill to interpret, adapt, and apply inventory management guidelines.

  2. Knowledge of acquisition processes; automated records; control systems; and storage, issue, and disposal processes; budgeting, procurement, and funding processes related to inventory management functions; and the specialized needs of the programs or operational areas supported.

  3. Knowledge of the Electronic Key Management System, LMD/KP platform hardware, software, SCO Unix operating system, Local COMSEC Management Software (LCMS), and Key Management Infrastructure Management Client.

  4. Current knowledge of all programs pertaining to security of the COMSEC and EKMS.

  5. Knowledge of Air Force, Army, Navy, and National Security Agency (NSA) COMSEC policy and regulations; and skill and ability in providing verbal and/or written policy/procedures to alternates and supported customers on the applicable policies and regulations.

PART-TIME OR UNPAID EXPERIENCE*:*Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

  1. Position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Incumbent must pass initial and periodic short notice drug testing. Illegal drug use by incumbents in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

  2. Incumbent must successfully complete required 3-week EKMS/COMSEC Manager training course and/or possess the equivalent on-the-job COMSEC experience in accordance with Air Force, Army, Navy, or NSA regulations.

  3. Incumbent may be required to travel in military and/or commercial aircraft to perform temporary duty assignments away from the normal duty station.

  4. Incumbent may be required to work short-/no-notice other than normal duty hours, which may include evenings, weekends, and/or holidays.
