Toyota’s Vehicle Regulation and Certification Engineering department is looking for a highly motivated and qualified Certification Engineering Manager. The position serves as one of Toyota’s lead Certification Representatives to the Environmental Protection Agency (EPA), and to a lesser degree, the California Air Resources Board (CARB) and the National Highway Transportation Safety Administration (NHTSA). Reporting to the General Manager, this role will support the Vehicle Regulation and Certification Engineering department's objectives by:
Acting as a coach / player, supervising a team of 3, while also conducting daily certification engineering tasks. Regularly contacting agency staff, fielding inquiries & requests. Submitting all necessary documentation for Toyota to achieve Certificates of Conformity (CoCs) and other required documents to enable production and sale of Toyota and Lexus vehicles each year. KEY RESPONSIBILITIES
Act as the Primary Toyota Window to EPA and CARB Certification Representatives.
Lead our Certification team to obtain approval from EPA and CARB of our compliance to emissions and fuel economy regulations.
Work closely with our Certification Groups to plan, schedule and track these approvals, complete and submit all needed documents, and report results across the enterprise. Submissions are various in type, and throughout the year, but critical for Toyota’s development and business. Support Toyota’s advocacy of EPA and CARB to generate appropriate future regulation by negotiation with the agencies, and by collaborating in Auto Industry discussion as Toyota representative. Key perspective to provide would be in ultimate implementation of future regulations. Will manage three direct reports: two in Ann Arbor and one in Los Angeles. Lead the Certification Audit process – will conduct regular review, check and audit cert reports, documents, submissions, compliance plans, and test results generated by related parts of the org, including Research and Development and Powertrain Division.
Development and eventual implementation of this new Audit function in 2016-17 will be led by this Cert Engineering Supervisor, with support from Department and Division management and other Toyota departments and groups, and closely coordinate with our Compliance & Audit Office, and the Regulatory Compliance Group. Re-establish, maintain and grow strong, professional relationships of trust and credibility with key agency contacts. A successful candidate will have:
A Bachelor’s Degree in a related Engineering or Science field Extensive working experience in the automotive / powertrain industry, specifically within the areas of emissions and fuel economy certification Experience in conducting, managing or leading emissions and fuel economy certification discussions and negotiations is preferred Extensive years automotive CFR based regulatory experience Excellent communication skills, both written and verbal Excellent strategic and negotiation skills Good working knowledge of MS Suite (Outlook, Word, Excel, PowerPoint, IE, Lync), MS Project and database management Experience and strong skills in managing complex technical projects Openness to learn and then teach Toyota culture and daily practices, including Toyota’s style of negotiation and certification Interest and experience in working in a multi-cultural work environment
A successful candidate may have:
Existing knowledge of related EPA, CARB & NHTSA regulations and standards Existing knowledge of EPA’s VERIFY and CARB’s EDMS submissions systems Existing knowledge in and experience with conducting transactional auditing activities, preferably of technical activities and documents Experience in managing small groups of Team Members and the accompanying resources, career development, etc. Experience in leading a team to meet common objectives in a timely and efficient way Some Japanese language capability to communication further with Japan Existing knowledge of related EPA, CARB & NHTSA regulations and standards Existing knowledge of EPA’s VERIFY and CARB’s EDMS submissions systems Existing knowledge in and experience with conducting transactional auditing activities, preferably of technical activities and documents Experience in managing small groups of Team Members and the accompanying resources, career development, etc. Experience in leading a team to meet common objectives in a timely and efficient way Some Japanese language capability to communication further with Japan Standard Benefits:
