The City of Denver's Community Planning & Development Department (CPD) is recruiting for a highly-motivated and innovative Engineer/Architect Supervisor for a crucial role that will be responsible for the supervision of the department's*Residential Plan Review*work group. This team has an impact throughout Denver and is responsible for reviewing and evaluating construction documents to ensure compliance to Building, Zoning and other related codes, ordinances, guidelines and standards for various one and two family buildings and structures throughout the City and County of Denver.

This the work group consists of licensed professional and technical staff that are responsible for the review of submitted plans and the issuance of Building and Zoning permits for one-and two-family residential projects.
The supervisor is responsible for providing day to day leadership and direction for staff to ensure high-performance, a customer service oriented work environment that supports the department's vision, mission and goals and recommending and implementing process improvements to increase operating efficiency and expedite work flow.

The Engineer/Architect Supervisor will:
Directly supervise a team of licensed professional and technical staff who provide residential plan review services to a diverse range of customers including architects, other design professionals, contractors, property owners, and city staff from other partner work groups.
Plan, assign, monitor, and evaluate the work of plan review staff members and provide feedback to assist with the ongoing development of individual staff members.
Provide technical expertise to staff. Provide work instruction and assist employees with difficult and/or unusual assignments.
Train new staff members on applicable codes, regulations, requirements, and standards for plan review, orient staff with appropriate policies and procedures, and ensure that work conforms to standards and regulations.
Establish work unit and staff work goals and objectives. Develop and implement performance metrics for the Residential Plan Review team including measures for staff workload, on-time reviews, quality assurance, customer satisfaction, etc.
Participate as required on the Development Services Management team to resolve issues of projects, policies, and regulations.
Interact directly with the Building Official, Zoning Administrator, other Directors, Managers, Supervisors, staff from the Planning Services Division, (including Landmark Preservation), other work groups within CPD, the City Attorney's Office, developers, owners, consultants, and other customers.
Evaluate the effectiveness of existing codes, standards, regulations, methods, and/or procedures, recommends modifications, and make code interpretations in less defined areas of codes.
Ensure that staff prepares comprehensive records, reports, and documentation that complies with standards and requirements.
Resolve problems encountered during daily operations and determine standards for problem resolution including escalations from clients.
Develop the performance enhancement plan, document performance, provide performance feedback, and formally evaluate the work of employees.
Perform other related duties as assigned.
*Education Requirement: * Bachelor's Degree in Architecture, Landscape Architecture, Engineering, Public Administration, Construction Management, City or Regional Planning or other related degree.
*Experience Requirement: * Three years of experience at the type and level of a Senior Engineer or Senior Architect.
Three years of professional level experience in community, city, regional, or transportation/infrastructure planning, development review, or housing and neighborhood revitalization.
*Education/Experience Equivalency: *A combination of appropriate education and experience may be substituted for the minimum education and experience requirements.
Licensure and/or Certification: * Registration as a Professional Engineer (PE) by the Colorado State Board of Licensure for Professional Engineers at the time of application. Registration as a Professional Engineer (PE) by another state will be accepted in lieu of this requirement providing the applicant is registered by the State of Colorado by the completion of the probationary period. *OR Registration as an Architect by the Colorado State Board of Registration at time of application. Registration in another state will be accepted in lieu of this requirement, provided that the applicant have Colorado registration at completion of probation.
OR Professional Planner that is a member of the American Institute of Certified Planners.
Possession of a valid driver's license at the time of application.
Completion of Career Service Authority supervisory training courses prior to completion of the probationary period.
Preferred Experience Five years at the type and level of a Plans Review Engineer/Architect that included reviewing, examining, interpreting, and approving a wide range of complex residential and/or commercial construction plans.
- Possession of the Residential Plans Examiner certificate (R3) issued by the International Code Council is preferred.
- Experience supervising a team working in a fast-paced environment.
- Experience that demonstrates a multi-disciplinary approach to development review.
- Project management skills and experience, particularly with complex regulatory or process improvement projects.
- Working knowledge of zoning regulations, especially form-based code.
- Working knowledge of building regulations, especially residential. Additional Information
