Supervises global payroll, ensuring that all processes are executed appropriately and in a timely manner. Operates as the subject matter expert and escalation point to resolve issues, continuously looks for improvements in operational processes and designs and implements those initiatives. Optimizes the contribution of the team through coaching, counseling and implements workable solutions to business issues/problems with minimum referral to management. Conducts work planning, estimation and prioritization to optimize performance of team and works with Payroll Manager to define standards and reusable approaches for Payroll operations. Acts as a liaison between payroll and other departments to ensure payroll compliance with company policies and governmental legislation.
Supervises tax, garnishment and union functions for compliance and timely reporting.
Coordinates with appropriate agencies and departments on a regular basis to ensure compliance with all government/agency reporting requirements.
Ensures all forms, filings, deposits, reconciliations and year-end documents are completed timely and in accordance with all Federal/State/Local/Provincial laws.
Researches new payroll regulations as they pertain to Tax, Garnishments and Unions and recommends new or modified procedures as appropriate.
Trains team members on new or enhanced operation procedures and policies.
Ensures team members acquire necessary skills and performance attributes, in line with business and personal development needs.
Assists in monitoring workload, evaluates direct reports and may review the evaluations/development plans of others.
Implements quality control measures. Identifies process improvements initiatives and defines standards for new processes.
Ensures that computing, withholding or deductions associated with net pay is done properly.
Researches, validates and corrects employee data in payroll system delivering a high level of quality customer service.
Works with department members, management and/or employees to identify and troubleshoot issues and achieve timely resolutions.
Supervises and coordinates year-end processing of payroll, including supplemental payrolls runs and calendars.
Maintains authority for personnel actions and oversees most day to day operations of group.
Monitors payroll production errors and proactively identifies process improvement methods.
Coordinates payroll scheduling and production releases.
Evaluates and develops changes to the payroll process, computer systems and procedures.
Assists with system development activities and participates in system testing activities, as needed.
Provides formal assistance such as technical guidance and/or training to co-workers.
Other duties may be assigned.
Provides formal supervision to individual employees within single functional or operational area.
Recommends staff recruitment, selection, promotion, advancement, corrective action and termination.
Plans and monitors appropriate staffing levels and utilization of labor, including overtime.
Prepares and delivers performance appraisal for staff.
Mentors and coaches team members to further develop competencies.
Leads by example and models behaviors that are consistent with the company's values.
Bachelor's degree (BA/BS) from four-year college or university and a minimum of 5 to 7 years of experience required.
Certified Payroll Professional (CPP) required.
International Payroll Certification preferred.
Excellent written and verbal communication skills.
Strong organizational and analytical skills.
Ability to provide efficient, timely, reliable and courteous service to customers.
Ability to effectively present information.
Ability to respond effectively to sensitive issues.
Thorough knowledge of payroll processes including data entry, pay calculations, tax and benefits, geographical location (state, territory, etc.) taxation rules, wage and hour laws, etc.
Requires advanced knowledge of financial terms and principles.
Ability to calculate intermediate figures such as percentages, discounts and commissions.
Conducts advanced financial analysis.
Ability to comprehend, analyze and interpret complex documents.
Ability to solve problems involving several options.
Requires advanced analytical and quantitative skills.
PeopleSoft system knowledge required.
Third party payroll vendor and human resources information systems (HRIS) system experience desired.
Self-service/web based application experience desired.
Ability to create query and report generation tools.
Proficient in the use of Microsoft applications.
Decisions made with thorough understanding of procedures, company policies and business practices to achieve general results and deadlines.
Responsible for setting work unit and/or project deadlines.
Errors in judgment may cause short-term impact to department.
