CRSO Portfolio Specialist
Job Summary *
The CRSO Portfolio Specialist supports and assists in the evaluation, planning and management of the Customer Relations and Support Office (CRSO) project portfolio. The incumbent helps to ensure the project portfolio is aligned with the CRSO’s High Priority Objectives (HPOs) and strategic initiatives. This role may also be required to lead projects, as needed. The level of work requires significant attention to detail and will receive general guidance on priority of assignments with latitude for the implementation approach. This position does not have any direct reports.
Principal Duties and Responsibilities *
The CRSO Portfolio Specialist may be called upon to perform the following work, with guidance and collaboration of more senior team members and/or oversight by the CRSO Portfolio Manager:
Project Portfolio Management *
Supports the CRSO’s project portfolio management (PPM) processes by leveraging the following disciplines:
Plans and forecasts the efficient and effective deployment of the organization’s financial and human resources.
Performs ‘what-if’ analyses and evaluates options, e.g. project timing scenarios
Collaborates with National Information Technology (NaIT) to ensure project resources are aligned with planned activities; regularly updates NaIT’s project budget documents
Evaluates use of in-house and contracted resources, as directed
Supports the Portfolio Management team in developing multi-year project portfolio plans in collaboration with National IT, FRS Product Offices and other key stakeholders
Analyzes and evaluates whether (and how) portfolio projects can be executed within defined resources in a specified time. Identifies and develops scenarios with trade-offs for management’s consideration.
Utilizes existing processes, drafts improvements and new approaches to support consistent project estimation and business case assessment for project requests and proposals of new business opportunities;
Analyzes portfolio context, e.g. timing and dependencies, when project changes are evaluated.
Executes various improvements to PPM processes that may also include evaluating and implementing new online systems.
Develops reports and presentation materials to articulate recommendations.
Supports the improvement of accurate project estimates and monitors the financial resources of planned projects.
Performs benefits realization analysis for completed projects.
Collaborates with CRSO’s Finance team to evaluate project estimates.
Analyzes and reports the risk(s) associated with completing planned or current projects
Develops options for risk mitigating activities, such as contingency or risk mitigating plans, as needed
Collaborates with CRSO’s Risk Management team to identify jointly acceptable solutions.
Tracks and plans upgrade projects to avoid software end-of-support dates.
Analytical/Strategic Support *
May participate in periodic strategic planning sessions (e.g., Portfolio Management Office (PMO) meetings, Portfolio Update meetings, etc.)
Coordinates and provides support for recurring meetings with National IT or CRSO stakeholders
Performs analysis and facilitates management team review and approval of deliverables resulting from annual server usage review and customer satisfaction surveys, e.g. Legal and NaIT
Business Line Support *
Supports the idea generation and assessment of new business opportunities associated with CRSO’s FedLine strategies, including both Financial Services and non-Federal Reserve Financial Services (non-FRFS) business lines.
May be asked to partner with a variety of internal and external stakeholders, including CRSO, National IT, FRS Product Offices and others, to communicate strategies and portfolio plans.
May serve as a subject matter expert in portfolio management and strategic planning.
Serves as a PMO representative in department or Bank groups. Updates an integrated set of planning documents and artifacts for accuracy throughout the year. Identifies and escalates critical issues requiring direct management’s attention in a timely manner.
Education and Experience *
Bachelors degree in Business, Project and Portfolio Management, or other IT related fields
Graduate degree beneficial
PMP and/or PfMP certification(s) desired
3-7 years of related experience
Experience in managing and developing processes, particularly project portfolio management and/or related strategic planning efforts
Knowledge and Skills *
Strong facilitation and presentation skills
Comfortable presenting to diverse groups, including technical and non-technical personnel
Ability to partner with and influence executive leaders
Ability to think strategically
Project management skills, including establishing performance metrics and milestones
Excellent written and verbal communication skills
Proficient PC skills with experience using Microsoft Office Suite (Project, Excel, SharePoint, Visio, Word, PowerPoint, and Outlook) and project management applications (JIRA, Graffle, CA Clarity)
Knowledge of web application architectures
Dashboard reporting and development technologies
General understanding of SDLC methodologies
