  • The Primary purpose of this position is to serve as technical expert in an Air Force Secretariat Program, advising the Chief, Attaché Program, International Airmen Division (SAF/IAPA) on all personnel and assignment matters pertaining to the Defense Intelligence Agency's (DIA) Defense Attaché System (DAS). Incumbent examines attaché training programs and makes recommendations. This position provides direct oversight of two sections within the SAF/IAPA responsible for recruiting, screening, evaluating, and nominating Air Force personnel to fill duty positions in the DAS at U.S. embassies worldwide.
  • Manages the Air Force officer and non-commissioned officer selection, screening, and training for duty in the DAS. Serves as the primary liaison with the DIA attaché training sections. Anticipates DIA requisition requirements and reviews requisitions for correctness. Coordinates administrative policies and office operating procedures as required to facilitate mission accomplishment.
  • Serves as the Air Force technical expert for matters involving participation in the DAS; provides advice and guidance in direct support of Defense Attaché Offices worldwide and performs research and analysis of problems identified by Air Force attaches on mission support matters.
  • Exercises functional authority over all attaché personnel administrative actions, ensuring preparation of correspondence is in compliance with government regulations. Incumbent is responsible for the Attaché Biography Program, Air Attaché Orientation, and Air Staff Briefing Program and provides oversight of SAF/IAPA responsibilities outlined in Air Force Instruction 14-101, Intelligence Contingency Funds (ICF) and monitors ICF support to Air Attaches located at U.S. embassies worldwide.

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.


BASIC REQUIREMENTS: Must have a degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. OR Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education OR Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.


SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-12) or equivalent. Specialized experience must include serving as a technical expert for matters involving the Defense Attaché System or similar programs; demonstrated knowledge of the full range of policies and directives affecting attaché training, duty assignments, and support requirements; recruiting, screening, and nominating qualified personnel for attaché assignments; utilizing personnel assignment systems; familiarity with the diplomatic environment, utilizing knowledge of political, social, economic, and cultural conditions of host countries; and maintaining positive working relationships with senior level leadership and other government agencies.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of the Defense Attaché System (DAS) and awareness of policies concerning Department of Defense HUMINT operations to recruit, screen, and nominate Air Force (AF) personnel for DAS assignments. Develop goals, objectives, and recommendations pertaining to current and future AF participation in the DAS.
  2. Knowledge of the personnel assignment systems with the AF and Defense Intelligence Agency and knowledge of the diplomatic environment abroad to improve assignment preparation for Air Force personnel assigned at Defense Attaché Offices (DAO).
  3. Knowledge of the political, social, economic, and cultural conditions of countries where AF personnel are assigned to DAO's sufficient to negotiate and advocate support from appropriate government agencies.
  4. Skill in planning, organizing, and leading the efforts of an office staff. Ability to perform quality assurance on a wide variety of daily outgoing correspondence.
  5. Ability to communicate both orally and in writing to prepare and present briefings, instruct and train subordinates, and coordinate with AF and other Defense agencies to manage program activities.
  6. Ability to evaluate attaché candidates and assess their suitability for assignment within the DAS.

  3. Employee must meet the mandatory standards of experience and training, and the desired standards of education for an International Affairs level II certification within six years accepting position.
