SALARY:$148,016.00 - $170,400.00 per annum. (Air Force Tier 1) SES members are eligible for bonuses and/or ranks and stipends in addition to annual salary.

As Deputy Director, the incumbent is responsible, along with the Director, for the 50+ person directorate staff and the 350 Air Force Manpower Analysis Agency staff in performance of the mission. The primary missions include (a) determining, validating, and documenting all Air Force manpower requirements ranging from home station operation to full war time operations; (b) building, programming and defending the Air Force Manpower requirement for the Total Force as an integral part of the Program Objection Memorandum (POM) and the President's Budget (PB) submission; (c) directing requirements documentation reflecting manpower resource allocation supporting organizing, training and equipping mission in a home station environment; manpower resource utilization required to support mobilization, deployment, employment, and continuing in place mission sustainment ranging from contingencies to full wartime operations as articulated in the National Security Strategy; and recurring manpower resource utilization for crisis actions and operation other than war; (d) allocating and controlling all funded manpower authorizations to ensure resources are used by all organizations consistent with Air Force Corporate Structure direction and in compliance with legislative mandates; (e) promulgating policies and procedures governing the effective and economical use of the Total Force manpower resources- active military, reserve military, civilians and contract employees; (f) developing and maintaining Air Force organization policy for active and reserve forces; (g) providing policy guidance on all matters relating to setting manpower requirement levels including the development of Manpower Requirement Determination tools (h) developing guidance for and operation of the Air Force the Competitive Sourcing and Privatization program and; (i) collaborating with Air Force Personnel Manager at HQ Air Force and the Air Force Personnel Center to ensure that present and future manpower and personnel programs are complementary. The incumbent has primary additional duties: (a) serve as Technical Expert for the Air Force Management Engineering program; (b) serve as the Air Force Manpower Civilian Career Field Manager and; (c) serves as the senior functional Manpower advisor to the Air Force Corporate Structure.

A. MANDATORY TECHNICAL QUALIFICATIONS (TQs): A supplemental statement that separately addresses each of the Technical Qualifications; including specific examples of your experience, education and accomplishments that directly relate to the technical qualifications must be submitted. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:

(1) Leading multidisciplinary teams in developing and applying manpower policies, organization allocations and resource utilization requirements.

* (2)* Planning, programming and budget execution as it relates to developing, defending and amending Department, agency or corporate-level programs and budgets as it pertains to sizing of the workforce.

(3) Crafting, interpreting and disseminating strategic-level policy, strategy and plans to support senior-level engagement on issues pertaining to the composition of the workforce.

B. MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed as an SES; they also reinforce the concept of an "SES corporate culture." ECQs should focus on relevant and recent experience, education and training accomplishments within the last 10 years. ECQ 1 - LEADING CHANGE. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. ECQ 5 - BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

In addition, DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. DESIRABLE QUALIFICATIONS: The following will be used to help rate and rank candidates:

(1) Regardless of governmental agency or department, a career broadening assignment complementary of this position is highly desirable (Examples: Acquisition Program Management, Engineering, Financial Management, Plans & Programs, etc.).

(2) Mix of experience at the following: Center/Base/Installation/Operating Location, Major Command (MAJCOM), Combatant Command (COCOM), Service Component, Office of the Secretary of Defense (OSD), Joint Staff, Headquarters Air Force (HAF), and other Federal agency or equivalent academic/industry experience.

(3) Completion of Professional Military Education/Senior Developmental Education and/or equivalent executive development such as Leadership in a Democratic Society, Senior Executive Fellows, National Security Management, Leadership Assessment & Feedback Seminar, Executive Business Management, and/or two equivalent level executive courses from other colleges, universities, or agencies.

(4) An advanced degree in Business Management, Public Administration or related field.

Position requires that the incumbent sign a Drug Testing letter (Condition of Employment for all Civilian Senior Executive (CSE) Positions identified as Critical under the Drug Abuse Testing Program) and must pass urinalysis testing as required prior to appointment. This position also requires incumbent may be subject to random drug testing in accordance with Executive Order 12564, dated 14 Sep 86.

F. *TRAVEL.* Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.

G. *DUTY HOURS. *This positionmayrequire incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
