Position Description:

Acquisition Planning Support - The contractor will, as required,

  • Assist the Task Manager in serving as acquisition advisor to the program office team throughout the life of the project

  • Support acquisition program teams

  • Assist in drafting acquisition plan/strategy for acquisitions

  • Document acquisition plans/strategy and maintain contractual documents over the life of the project

  • Ensure acquisition packages include an Independent Government Cost Estimate (IGCE)

  • Ensure that documents required by government ethics and procurement integrity (confidentiality agreements and non-disclosure statements), as well as evaluation panel appointing letters are signed and retained, as applicable

  • Participate in acquisition strategy planning meetings

  • Research and develop recommendations for use of contract vehicle, contracting agency, procurement sources, and competition requirements

  • Identify and monitor cost goals, including life-cycle costs

  • Perform design-to-cost, and application of should-cost analyses, and advise on trade-offs and risks

  • Provide strategies for implementing performance base contracting and acquisition streamlining Facilitate the completion of sole-source justification letters for sole-source procurement actions

Solicitation / Procurement Support-The contractor will, as required,

  • Review new requirements to determine how they will be processed (modify existing contract/delivery order or new effort) and make recommendation to the Contracting Officer

  • Schedule, prepare, and assist in the facilitation of vendor conferences, as directed by the Contracting Officer

  • Draft notices (synopsis, sources sought, request for information, etc) for publication in the Federal Business Opportunities (FedBizOpps)

  • Ensure funding is available for the acquisition

  • Draft Request for Proposal (RFP), Request for Quotation (RFQ) and occasionally Invitation for Bid (IFB) packages using FBI’s Unified Financial Management System (UFMS)

  • Review contractors proposals and make recommendations to the Contracting Officer before and after negotiation

  • Prepare proposal evaluation packages

  • Assist the Contracting Officer with post award briefings

  • Maintain copies of award documents in accordance with FBI Procurement Section guidelines

  • Assist the Contracting Officer with proper review and disposition of unsolicited proposals

Post Award Support–The contractor will support the Contracting Officer with tracking and oversight of the contract post-award requirements that may include:

  • Drafting of delivery/task orders and modifications

  • Drafting of delivery/task order or contract period of performance extensions

  • Participation in program management reviews, surveillance activities, and performance monitoring, with the use of a corrective action system

  • Provide support necessary to assist Contracting Officers with oversight and controls to keep the suppliers performance in compliance with the required contractual standards

  • Tracking and monitoring the performance of the suppliers and the progress made on delivery/task orders or contracts

  • Ensuring the appropriate cost reports are submitted to the Contracting Officer as required

  • Provide support necessary to monitor and advise of contract financial condition

  • Provide support necessary to assist in getting invoices processed in a timely manner

  • Review requests for payments under the progress payments or performance-based payment clauses

  • Acceptance, review, coordination, and filing contractor deliverables

  • Completion of Contractor Performance Evaluation Form or other similar past performance questionnaire

Contract Files Maintenance-The contractor will provide support necessary to assist the Contracting Officer with maintaining both hard copies and electronic copies of all contracting documentation over the life of the project, including any issues that impact directly on matters of price or contract delivery, and management of contractor deliverables.

Required Knowledge, Skills, Abilities and Competencies:

  • Required Active Clearance: Top Secret

  • 11+ years in Federal Contracting

  • Experience in conducting both pre-award and post-award activities in federal contracting.

  • Experience with utilizing regulations and contracting principles and contract types to procure and administer a variety of contracts; conducting negotiations during pre-award and post-award phases; monitoring contractor performance; analyzing industry and market conditions to determine sources; and applying cost and price procedures and techniques to evaluate bids, contract proposals, and responsibility of contractors; Specialized experience in Construction and IT related procurements.

Desired Knowledge, Skills, Abilities and Competencies:

  • Desired Qualifications:

  • Masters Degree in Business or Government Contracting

  • FAC-C or DAWIA Level III Certification in Contracting or equivalent

  • Experience as a Federal, Warranted Contracting Officer

Education/Training/Certifications Required:

  • Minimum Education: Bachelor’s Degree or equivalent experience in Federal Contracting
